SuAc 6.4: Liaisons with relevant organisations / projects (European and global)

The objective of sub-activity 6.4 is to identify the most important initiatives and their stakeholders and to establish a regular exchange of information between them and the LNG Masterplan. This open interface shall enable the LNG Masterplan partners to maximise the input e.g. on most recent LNG technologies, innovative new technical concepts, successful implementation, etc. as well as to have available a maximum of exploitation opportunities. In addition to this technology and business focused exchange of information, the strategic cooperation with international organisations such as IMO, UN/ECE, ISO, CEN, SIGTTO, OCIMF, etc. for identified harmonization and standardisation issues is foreseen as task of this sub-activity. Co-operation with regard to environmental networks like ECOPORT and WPCI (World Port Climate Initiative) LNG working group will be also facilitated.

Activity 6.1: Project Management

Sub-activity 6.1 comprises all tasks and responsibilities to efficiently coordinate and manage the project. Responsibilities will be split among the members of the PMT, support will be provided by co-ordinators assigned to each activity and sub-activity. The Steering Committee will provide guidance to the CoA and to the MT in relevant cases. A detailed work plan for all project management related issues as well as an internal project management handbook will be issued in the course of the elaboration of the Strategic Action Plan (SAP). This will include a draft meeting schedule for meetings of PMT, MT, PM, SCOM and AG.

Activity 6: Project Management

The LNG Masterplan is a multi-beneficiary project, which has the characteristics of an entire program. Therefore a robust and proven management structure (proven by other big and successful projects) with experienced project management team will be established.

This activity comprises all work related to project management (financial, technical and quality management), dissemination and exploitation of the project and its results to national and international stakeholders, the management of the industry reference group as well as the strategic liaison with related projects and initiatives in Europe and overseas (e.g. China, USA, Canada) and with a variety of already on-going project and standardisation initiatives.

The technical design of the vessels will be carried out by the implementing beneficiary under sub-activity 3.2 as well as all work related to receive permits including risk assessment studies (HAZID). The construction of the vessels as well as a limited period for start-up operations will be carried out under this sub-activity. Sub-activity 3.4 will contribute with regard to financing and business models. During the pilot operation phase, operative data will be collected and analysed with respect to engine performance, emissions, operations, repairs, safety procedures, etc. and assessed in SuAc 4.3.

This sub-activity will address the deployment of LNG terminal facilities for storage and transhipment of LNG including all necessary fuelling facilities for loading vessels as well as trucks. Whereas the feasibility studies and technical designs, all work related to receive permits and necessary environmental impact assessments will be carried out by the implementing beneficiary under sub-activity 3.1, the construction of the facilities as well as the start-up operation will be submitted under this sub-activity. Sub-activity 3.4 will contribute to the pilot deployment with regard to facilitate bankable investment projects and robust business models. The implementation of the pilot deployments will be analysed and assessed in sub-activity 4.3. The assessment of the pilot deployments shall contribute to an overall gain in experiences and thus will reduce risks for others and follow-up projects.

Activity 5: Pilot Deployment

The LNG Masterplan will contribute to the completion of the regulatory framework for LNG as fuel and cargo for European inland navigation and will kick off the first wave of investment in terminals and vessels. Based on the experiences of these deployments, a wide-scale deployment shall follow according to the strategy developed as part of the LNG Masterplan.

The pilot deployments cover LNG terminals, LNG carriers (LNG as cargo), LNG propelled vessels, both new and retrofitted, and LNG vehicles and machinery. The pilot deployments will be carried out both in the Rhine and the Danube region with the approximate investments into the LNG related part of the infrastructure and vehicles on the Danube amounting approx. 53 mil. EUR and on the Rhine region amounting approx. 57 mil. EUR.

SuAc 4.3: Assessment of concepts, trials & pilot deployments

The LNG Masterplan will generate extensive work of key stakeholders and pioneers of the LNG business. It consequently will lead to a high number of innovative solutions on conceptual level, on design level as well as on construction level. The main findings and results of work will be collected and categorised. For key categories of findings, a conceptual assessment of their economic and environmental impact will be elaborated and discussed in dedicated workshops bringing together relevant stakeholders. These workshops shall provide the basis for a report on lessons learned good practices and need for improvements. Recommendations for further research needs, set-ups of technical trials and consequences for future deployments shall be drawn. The assessments shall also help to provide a realistic view on the current status of LNG in inland navigation from a technical viewpoint and on possible development paths. In addition, the work of this sub-activity shall enable the LNG Masterplan partners to gain additional experiences of their work and to take up synergies from the work of the other partners.

The application of LNG as a fuel and as a cargo is a very new development in the inland navigation sector. Due to the characteristics of LNG as gas and cryogenic liquid, requirements for the use of engine fuel, for loading, unloading and transportation are of complex nature. Therefore, operations with LNG in inland navigation require specific knowledge and skills of the crew members as well as of staff working ashore.

SuAc 4.1: Provisions for harmonised European regulations

The objective of this sub-activity is to deliver input for relevant regulatory bodies such as European Commission, CCNR, UN/ECE and national authorities addressing the technical, operational and safety aspects related to the transportation of LNG, to the use of LNG as fuel as well as to storage and handling operations with LNG. In order to define the workload of this sub-activity and the procedures for the integration of the work into the forthcoming regulatory processes, two meetings with CCNR, national authorities and industry representatives were organised at the beginning of 2013. It was decided that the LNG Masterplan shall address the areas of vessel specifications, the transport of LNG as dangerous cargo, the bunkering of LNG, police regulations, port regulations as well as the education & training of involved personal.

Activity 4: Regulatory Framework & Masterplan

The objective of this activity is to elaborate a harmonized regulatory framework both on EU as well as on Member States level, which expands as well to third countries in the case of the Danube waterway. Knowledge, experience, good practice examples and lessons learned gained through the project lifecycle will be collected, assessed and further processed in this activity in order to elaborate a comprehensive strategy for the implementation of LNG as fuel for inland vessels and as cargo on the Rhine-Main-Danube waterway axis.

The European wide harmonised regulatory framework is a prerequisite for safe and cost-effective LNG operations and for sustainability of the investment in terminals and vessels. The work will address areas related to LNG as fuel, or as cargo, education and training requirements, regulations for bunkering of LNG, port regulations, or investigation of needs to adapt the existing police regulations.

The strategy for the future LNG deployment together with the planned set of recommendations will be presented in the kind of a policy advocacy document called “Masterplan for the LNG implementation on Rhine-Main-Danube” (in short “Masterplan document”).

The objective of this sub-activity is twofold: On the one hand, support will be provided to evaluate and to improve the viability and bankability of concrete terminal and vessel investment projects. For this, the financial viability, pay-back calculations from the terminal/ship owner’s point of view and different financing models based on the defined scenarios will be investigated. On the other hand, work carried out in this sub-activity will provide guidelines and recommendations for structuring LNG terminal and vessel investment projects in order to attract financial sources. In addition, a directory of funding opportunities for LNG projects will be generated and distributed to potential projects promoters as well as for potential investors.

SuAc 3.2: Vessel concepts (new-build)

The objective of this sub-activity is to elaborate new and innovative technical concepts for new-built LNG powered vessels and LNG tankers (bunker vessels) considering the different framework conditions and characteristics of vessel operations on Rhine/Meuse, Main and Danube. The concepts include all necessary efforts to obtain permits including safety and risk analysis. The technical concepts involve all technical requirements, compliance to safety regulations and business models.

SuAc 3.1: Terminal concepts & cost assessment

The objective of this sub- activity is to elaborate innovative technical solutions for terminals, their operation strategies and to perform the investment calculations for these terminals. Cost analysis shall cover all necessary LNG facilities and equipment, including storage tanks, berths, pipelines, tanker trucks whereas considering various types of bunkering solutions used in terminals (ship-to-ship, truck-to-ship, and terminal-to-ship). Determination and quantification of locations, necessary facilities, sizes and numbers of LNG filling tanks, bunker vessels and tank trucks shall be summarised as an outcome of this sub-activity for individual terminals planned by the respective beneficiary. Case studies for bunker stations will be performed on an individual basis, but the ports along the Rhine/Meuse (Antwerp, Strasbourg, Basle, and Mannheim) will pro-actively exchange experience and terminal concepts resulting from their individual case studies.

Activity 3: Vessels & Terminal Solutions

This activity will comprise the elaboration of feasibility studies and technical concepts for LNG terminals, new-built LNG tanker and LNG-fuelled vessels, for vessels being retrofitted for LNG propulsion as well as for other vehicles & machinery, which are elements of the applied LNG supply chain approach. Work will include all necessary efforts to obtain permits for terminals and vessels including required safety and risk studies and/or environmental impact assessments. Furthermore, it will develop guidelines for elaborating LNG terminal and vessel projects in a way, which allows the project promoters to get a solid financing scheme behind the project.

This sub-activity's objective is to provide a comprehensive expert evaluation of the existing or new LNG related technologies against a comprehensive set of criteria based on existing standards, and those newly identified within the scope of the project, or based on best practices. Furthermore, the adequate safety requirements, operational procedures / costs with respect to LNG and a general risk assessment methodology shall be elaborated, applied within trials and assessed.

Sub-activity 2.3 therefore will address and assess the technical and operational aspects of different bunkering solutions to be used in inland water transport: ship-to-ship bunkering, truck-to-ship bunkering, terminal-to-ship via pipeline, or other options.The activities will cover an analysis of currently available technical and operation standards, handling routines and regulations in the maritime and short-sea shipping sector (e.g. ISO 2846:2010, etc.) as well as from other industry / transport sectors (e.g. the report of Swedish maritime technology forum “LNG ship to ship bunkering procedure”).

The focus of this sub-activity shall be the identification, further development and technical trial of innovative solutions in the areas of cryogenic tanks used for transporting and storing of LNG as well as related equipment technologies. The objective of the work is to identify cost-effective solutions for the inland water transport (e.g. by down-scaling/adapting it from maritime vessel concepts) and/or to further develop these solutions with the help of technical trials in real-life operational environment.

SuAc 2.1:Engine technologies & concepts

The focus of this sub-activity will be on the analysis and further development of engine technologies based on different concepts with respect to efficiency, emissions, noise, system complexity, maintenance and repair cycles, availability, life cycle and operational costs over life cycle. Different engine solutions contributing to the reduction of emissions will be considered as options to comply with the forthcoming stricter emission regulations. Such as – not limited to those mentioned – dual fuel (diesel/gas), gas, diesel/gas electric, gas electric will be analysed and compared with other mitigation measures, such as, particulate filters, catalytic-reduction, etc. Besides the different engine solutions, this sub-activity will address important open issues like fuel quality requirements and optimisation of energy management on board.

Activity 2: Technologies & Operational Concepts

The work in this activity will contribute to the elaboration of cost-effective technical and operational solutions for small scale LNG operations in the inland navigation sector while maintaining the high level of safety known from large scale LNG. It addresses and investigates innovative engine technologies and concepts, or LNG tank & equipment technologies. Activities will furthermore address the necessary work for harmonization of regulations in LNG bunkering in European sea and inland ports and thus considerably contribute to the regulatory work with regard to the provision of recommendations and guidelines for harmonized bunkering of LNG.

The objective of this sub-activity is to provide a general assessment of the impact of the LNG as fuel and as cargo with regard to safety, ecology and socio-economic aspects. The work will take into consideration already existing studies and intends to consolidate most important information into a well-structured compendium which gives an easy access to the facts and figures together with the necessary background explanations. This compendium can be used also for the public debate on benefits and risks of LNG in inland navigation and will support a rational approach towards operations with LNG.

The objective of this sub-activity is to identify possible LNG sourcing options, possible supply chain scenarios with regard to their costs and quality levels and to evaluate the options against each other as well towards the current fuel options. Cost scenarios for identified LNG supply chain options will be part of the work of this sub-activity. The outcome, especially with regard to the retail price of LNG will be an important input for the “LNG Demand Analysis” as price is the decisive factor for the magnitude of potential demand and for the cost-effectiveness of any investment in LNG propelled vessels. The foreseen work will analyse the present oil scenario supply patterns, modal shift implications and suitable locations in line with the expected LNG scenario bunkering patterns. Besides cost aspects, also the environmental impact of different supply scenarios as well as safety related consequences will be investigated.

SuAc 1.1: Status quo analysis & trends

The objective of this sub-activity is to provide a detailed analysis and evaluation of the current LNG implementation status with specific focus to the maritime and inland water transport but also the development of LNG as road fuel. An overview of the relevant regulatory framework on European/ regional/national basis will be provided. A strong focus will be put on air emissions regulations which are a key driver for the interest in LNG. Sub-activity 1.1 shall ensure maximum take-up of existing Know how from previous and/or on-going projects (like DMA study and COSTA) in order to avoid duplication and to incorporate lessons learned. This sub-activity will also identify existing gaps and action points which will have to be handled throughout the course of the project to reach its objectives. With respect to trends for the use of LNG qualitative and quantitative calculations will be collected based on existing studies and business reports. Benchmarks will be defined as reference for demonstration of possible improvements considering the most common vessels and operation in the water borne transport.
